John Bouldin has been a home inspector for 18 years and owns and operates ProTechs Home Inspections. He completed a Ph.D. in a home inspection-related field from Virginia Tech in August of 2011, where he conducted laboratory research into properties of engineered wood products, fasteners, decks, and other topics. He served two terms on the Virginia Board for Asbestos, Lead, and Home Inspectors. He is an ASHI certified inspector, a Virginia certified home inspector and holds ICC certification as a Residential Building Inspector. He served as an instructor and convention speaker with ITA/KPS from 2003 – 2007 and currently with COA.


Education

Ph.D.: Virginia Polytechnic Institute and State University (Virginia Tech) Blacksburg, VA (2011). Department of Wood Science and Forest Products. Dissertation title: “Methodology for the Visual Inspection of Selected Engineered Wood Products and Connector Hardware for Prescriptive Non-Compliance at the Pre-Drywall Stage of Residential Construction”. Developed an inspection methodology and software application using a modified Delphi technique to enhance the process of residential inspections.

Provide private, fee-paid professional inspection services to investigate and report on safety and other deficiencies across a wide spectrum of structural and mechanical systems in housing. An inspection includes the foundation, framing, exterior, plumbing, electrical, roofing, appliances, decks, stairways, safety glass, and heating, ventilation & air conditioning . Special proficiency and interest in new construction framing defects and decks. Personally conducted over 5,200 residential inspections.

Kaplan Professional Schools/Inspection Training Associates (KPS/ITA). (2005 – 2007). Provided nationwide technical support for home inspectors.

Public Service / Political Appointee

Board member of the Virginia Board for Asbestos, Lead, and Home Inspectors. (2001 – 2008). Appointed by Virginia Governor James Gilmore, reappointed by Governor Mark Warner. Board regulates Certified Home Inspectors and the Lead and Asbestos abatement industries. Helped draft legislation, promulgated regulations, participated in regulation updates, conducted informal fact-finding investigations, and issued sanctions to licensee violations. Served as Vice Chair during second term.


General Manager

Inspect-US. Developed business and marketing plans, recruited and managed inspectors, and conducted home inspections. (1995 – 1996).


Graduate Research and Teaching Assistant

Funded assistantship. (2007 – 2011). Under supervision of Dr. Joseph Loferski, Professor, Virginia Tech Department of Wood Science and Forest Products. Teaching assistant for WOOD 1234, a course in which students design and construct wooden products such as tables and chairs, and WOOD 4714, Performance of Wood Structures. Research assistant for a variety of wood and wood composite material and connection properties, proprietary fastener testing, and failure analysis of fire retardant treated roof trusses.


Designer/Inventor of Structural Connector Device

Developed an innovative structural connection concept and device. Conducted preliminary laboratory testing and re-design of device. Edited the patent applications and created all associated patent application illustrations. The primary goal of this device is to minimize the risk of personal injuries and/or fatalities associated with deck guardrail collapses. Patent is pending for the device, and a prominent fastener manufacturer has licensed it for production.


Marketing Management

Homeowners Marketing Services of the Mid-Atlantic States (HMS). (1987 – 1995) Planned, directed, and implemented successful marketing campaign throughout northern Virginia involving the sale of professional services to the real estate industry. Conducted outside sales as well as sales management. Product line included professional errors and omissions insurance, home warranty programs, and marketing support systems. Developed sales production from product introduction to outperforming the combined revenues of several other states.

Engineering Laboratory Research Projects

Tensile and pull-through performance of wood connections involving pressure preservative treated lumber and machine bolts, carriage bolts, and proprietary fasteners. Helped to develop technical bulletin for product use specifications. Confidential reports not for publication.

Developed research concept and performed preliminary testing regarding the variability of specific gravity of Southern Yellow Pine between various sawn dimensions. Proposal has implications for the use of mechanical fasteners for each different wood size.

Developed research concept and performed preliminary testing regarding the variability of in the degree of pressure preservative treatment penetration of Southern Yellow Pine between various sawn dimensions. Proposal has implications for the test methods used in ppt quality control, and for practical implications for designers, contractors, and longevity of exterior structures.

Developed research concept and performed preliminary testing regarding the enhanced performance of partial bearing plates, sizes, and geometry for mechanical connections associated with dowel-type fasteners in tension perpendicular to the wood grain. Proposal has implications for improving the strength and reducing the deflection of such connections.

Effects of corrosion on single shear connection performance of hot dipped galvanized 10d common nails exposed to various types of pressure preservative chemicals in Southern Yellow Pine. Test specimens were subjected to high humidity and temperature conditions for six months. Accepted for publication in the Forest Products Journal.

Evaluated residual mechanical properties of failed fire-retardant-treated roof truss specimens. Confidential report, not for publication.

Failure modes of I-joists subjected to concentrated loads at bearing ends due to improper rim joist installation. Pilot project to determine viability of full-scale research project.
